Not a public one. Not a reported one. A quiet, internal one.

What, exactly, something will be made from.

That decision rarely looks like sustainability. It looks like design. It looks like procurement. It looks like cost management. It happens early, often quickly, and usually without much scrutiny beyond performance and price.

But it is the moment where much of the outcome is set.


The conversation starts too late

The sustainability conversation typically begins downstream.

It arrives after the product has been defined, the supplier shortlisted, the margins modelled, and the launch date fixed. At that point, questions begin to surface. A customer asks about carbon. A retailer asks about packaging. A procurement team asks for documentation. An investor asks what sits behind the claim.

The business responds in familiar ways. It measures. It reports. It refines messaging. It looks for efficiencies.

All of this has value. But it happens after a more consequential decision has already been made.

European policymakers have been consistent on this point: a significant majority of a product’s environmental impact is determined at the design stage. The exact figure varies by sector, but the direction is clear. Sustainability is often treated as something a company improves over time. In practice, much of it is decided at the outset.

This reframes the problem.

If impact is largely determined early, then late-stage optimisation can only do so much. It can adjust. It can mitigate. But it cannot fundamentally change a decision that has already constrained what is possible.


The premise is material

At the centre of this is material choice.

What a business chooses to make something from shapes more than its environmental footprint. It determines how much energy is required to produce it, how exposed the business is to price volatility, how dependent it becomes on specific supply chains, how long the product lasts, and whether it can be repaired, reused, or recovered.

Material choice is often treated as a technical detail. In reality, it is a commercial decision.

It defines cost structures over time. It influences resilience. It determines whether a product becomes easier or harder to defend as expectations shift.

Once made, it is also difficult to reverse. Changing materials later is rarely a simple substitution. It can require redesign, new suppliers, new certifications, and a reassessment of margins. By the time a product is in market, the cost of changing course is significantly higher.

Which is why the timing of the decision matters.


Evidence across sectors

This pattern is visible across industries.

In construction, the sustainability conversation has historically focused on operational energy: heating, cooling, and lighting buildings once they are occupied. That focus was understandable. It is visible, measurable, and directly linked to cost.

But the frame has shifted. Buildings and construction account for a substantial share of global emissions, and a significant portion sits in materials such as cement, steel, and aluminium. These impacts are embedded before a building is ever used. Once constructed, they are effectively fixed.

In fashion, public attention often centres on waste: landfill, overproduction, unsold stock. These are real issues. But the largest impacts sit further upstream, in fibre production, processing, and transport. By the time a garment is marketed, much of its environmental profile has already been determined.

In consumer goods and electronics, the same logic applies. Packaging decisions affect transport efficiency, recyclability, and waste. Component choices influence product lifespan and repairability. Durability, in particular, has become a quiet but significant lever. Extending the life of a product reduces the need for replacement, and with it the demand for new materials and production.

Across these sectors, the pattern is consistent. Impact clusters early. Visibility arrives later.


A structural misalignment

Despite this, most organisations are not set up to act at the point where it matters most.

Product teams are typically measured on performance and delivery. Procurement is measured on cost and availability. Commercial teams are focused on speed to market and revenue. Sustainability, where it exists, is often positioned as a separate function, brought in to assess, report, or communicate after key decisions have been made.

This creates a structural gap.

The decisions that shape impact are made in one part of the business. The responsibility for addressing that impact sits in another. By the time the two connect, the range of available options has narrowed.

This is why so much sustainability work feels reactive. It is not that businesses lack intent. It is that the work is happening at the wrong point in the process.

They are managing consequences rather than defining outcomes.


The cost of timing

Timing is not a detail. It is a constraint.

The earlier a decision is made, the greater the influence it has. The later an intervention occurs, the more limited its effect becomes, and the more expensive it is to implement.

This is well understood in product development. Changes made at the concept stage are relatively low-cost and high-impact. Changes made after production has begun are costly and disruptive. The same principle applies here.

Material and design decisions sit at the point of highest leverage. But they are often made without the context needed to evaluate their longer-term implications.

As expectations tighten—through regulation, procurement requirements, or customer scrutiny—this becomes more visible. Businesses find themselves needing to respond to questions that were not considered when the product was first defined.

At that stage, the options are narrower.


A different starting point

The shift required is not conceptual. It is procedural.

Instead of asking how to reduce the impact of a product once it exists, the more useful question is asked earlier:

What are we choosing to make this from, and what does that choice commit us to?

This is not a sustainability question in the traditional sense. It is a design and management question. It sits alongside cost, performance, and feasibility, not after them.

It requires bringing different considerations into the same conversation at the same time. It requires visibility at the point where decisions are still fluid.

It also requires accepting that some trade-offs are set early, and that clarity at that stage is more valuable than optimisation later.


Where this leads

There is a reason sustainability work often feels fragmented.

When it enters late, it is forced to operate within decisions that were not made with it in mind. It becomes a layer added on top of existing systems, rather than something embedded within them.

When it enters earlier, it changes the nature of the decision itself.

The difference is not just environmental. It is commercial. It affects cost stability, supply chain resilience, product longevity, and the credibility of what is brought to market.

This is not about perfection, and it does not require complete certainty. It is about timing.

Understanding that the most important moment is not when the report is written, but when the brief is defined.


Closing

Sustainability is often framed as something that follows action. A way of measuring, communicating, or improving what has already been done.

In practice, it is closer to something that precedes it.

A set of considerations that shape what is done in the first place.

The question is not whether a product can be made more sustainable after the fact. In many cases, it can.

The more consequential question is what was decided before that point—and what those decisions made possible, or prevented.

That is where most of the outcome sits.

And it is where the conversation tends to begin the latest.
